How useful are these earmarks in the new spending bill?

All of this spending should be left to the states. I wonder which states are stealing from which states. Let the citizens of Vermont decide of the state of Vermont needs to tax and spend for maple syrup research. I don't see why anybody in Florida or even New Hampshire should pay a penny for Vermont's project.
