What exactly is a no bill for a felony case? and does it leave the case open until they find sufficent evidenc?

i got a no bill recently for a felony burglary and they cop told me the case was over with because it was no billed and wanted me to admit to the crime... how long is a no bill active and is it the same as double jeopardy?
