Painting my gun wrong?

I just recently painted my 243 tiger striped and used homemade templates with label paper for the PC. I first cleaned my stock , degrease it then roughed up the surface with a scotch pad . I used dura coat green for the first color it dried and i waited 1 week then put on the templates and did second coat with matte black BUT when i took off the templates it peeled some of the green paint off, what am i doing wrong? some one please help
