Is barcelona really the best team in the world ?

I am a bar ca fan and hear they are the best but man ITD are on fire as well. But the thing is la Ligea is not as good as the epl to be fair cause la Ligea is a just a bit slower then epl and if barca played in the premier league would they stil be that good and can they beat the likes of man utd chelsea arsenal liverpool ?
