Ok this is driving me crazy with puting roms on my ds help!!!!!!!!?????????!!!!!!!?

ok yeah i downloaded my rom and everything i put it on my desktop i have no$gba and it says cartridge not found what ever i try it will not work plz give me a step by step tutorial i cant figure it out plz answer soon thx
